The wider UK public sector, encompassing central government departments, arm's length bodies, local authorities, and public service delivery organisations, faces a sustained programme of digital transformation that is well-recognised in ambition but uneven in delivery. The challenges are real: legacy system estates that were not designed for modern interoperability, data management practices that have not kept pace with the volume and variety of information that government now manages, and procurement and governance frameworks that can impede the pace of delivery that transformation requires. At the same time, the public sector increasingly requires the kind of data management, analytical, and decision support capability that was previously confined to defence and national security contexts, as the applications of AI, data analytics, and integrated decision support in healthcare, social care, planning, and benefits administration demonstrate.

Regulatory driver
Martyn's Law and the Protect Duty
Local authorities and public bodies operate a wide range of qualifying premises under the Terrorism (Protection of Premises) Act 2025, from leisure centres and civic buildings to libraries, event venues, and visitor attractions. The Principal Use Regulations bring the standard tier into force in October 2026, with enhanced-tier enforcement by the Security Industry Authority expected from spring 2027. Duty holders will need to show working procedures and evidence, not just a written plan.
