Operators of critical national infrastructure — across energy, water, transport, and communications sectors — face a threat landscape that has transformed markedly in recent years. State-sponsored and criminal actors have demonstrated the capability and intent to target CNI as a means of achieving strategic effect without conventional military force. The challenge for CNI operators is multi-layered: they must maintain operational awareness across complex, often geographically dispersed physical and digital estates; detect threats that may be slow-burning, blended, or designed to evade threshold-based detection; sustain essential service delivery even when components of their infrastructure are degraded or compromised; and do all of this with teams and toolsets that were not designed for the current threat environment. Regulatory frameworks are also tightening, with NIS2 and UK CNI resilience requirements placing increased obligations on operators to demonstrate continuous oversight and the ability to detect, respond to, and recover from incidents.
